Noyo Harbor sits where the Noyo River meets the Pacific in Fort Bragg, Mendocino County — a working harbor that has sheltered commercial boats for well over a century. The fleet still lands salmon, crab, and groundfish here. What many visitors call the "harbor pier" is not a CDFW-designated public fishing pier: longtime California pier guides treat Noyo Harbor's pier/dock structures as private (license required), and local reports have said the older river-basin pier used informally for years is not currently open to public fishing. Between Point Arena and Trinidad there are essentially no oceanfront public fishing piers on the open coast — Humboldt Bay holds the next true public piers to the north. Coastal waters here fall in California's Mendocino groundfish management area.
What you can catch
Harbor and nearshore water support perch, greenling, rockfish, flatfish, seasonal salmon near the harbor mouth, and crab when seasons and legal gear allow. That mix matches what local charters and guides report for Noyo. Where you stand still matters: private docks and closed structures are not the same as the CDFW-listed jetty.
License and regulations
Do not treat Noyo Harbor pier or private docks as license-free. They are not on CDFW's Mendocino County public pier list (that list includes Point Arena Pier and Noyo River Jetty). Assume a California sport fishing license is required if fishing is even allowed on harbor pier structures, and confirm with harbor operators whether public fishing is permitted at all — some reports say the old basin pier is closed to fishing.
The license-free option at Noyo is the Noyo River Jetty, which CDFW lists as a public pier/jetty. Stay on the jetty structure itself; CDFW notes that the adjacent rock wall touching land still requires a license. Size limits, bags, seasons, and the two-rod public-pier gear limit (CCR Title 14, Section 28.65(b)) apply on the jetty. Mendocino groundfish and salmon rules still apply wherever you fish.
Tips for fishing here
For shore fishing without a license, go to the jetty rather than commercial docks or the old basin pier. Watch boat traffic at the harbor mouth, especially in salmon season, and give working vessels room. Layer up — wind funnels through the river mouth even on mild days.
